 1. The offices of the central government bodies are headed by the heads of the offices appointed and dismissed by the head of the relevant central government body.

2. The powers of the heads of central government agencies include:

1) organization of the implementation of the goals assigned to the state body;

2) organization, coordination and control over the activities of structural divisions of state bodies within their competence;

3) organization of logistical, organizational, legal and financial support for the activities of the state body, its departments and their territorial divisions;

4) after coordination with the head of the central state body, approval of the staffing and staffing table of the state body within the staffing limit of the central state body, approved by the relevant regulatory legal acts.

This provision does not apply to the state body responsible for foreign policy activities.;

5) organization of work on the implementation of the strategic plan of the central government agency;

6) approval, if necessary, of long-term, annual and quarterly work plans of the state body, ensuring their implementation;

7) in coordination with the head of the central state body, the appointment and dismissal of heads of departments and independent departments of the central state body supervised by the head of the central state body or his deputies, with the exception of employees whose labor relations issues, in accordance with the legislative acts of the Republic of Kazakhstan, fall within the competence of higher state bodies and officials;

8) coordination of appointments by the head of the central state body of deputy heads of departments, submitted for appointment by heads of departments, in cases stipulated by legislative acts of the Republic of Kazakhstan;

9) appointment of deputy heads of departments, represented for appointment by heads of departments, with the exception of employees whose labor relations issues, in accordance with the legislative acts of the Republic of Kazakhstan, fall within the competence of higher state bodies and officials.;

10) in coordination with the head of the central state body, the appointment and dismissal of heads of territorial divisions, with the exception of employees whose labor relations issues, in accordance with the legislative acts of the Republic of Kazakhstan, fall within the competence of higher state bodies and officials.;

11) appointment and dismissal of employees of the central state body, with the exception of officials specified in subparagraph 7) of the first part of this paragraph, as well as employees whose labor relations issues, in accordance with the legislative acts of the Republic of Kazakhstan, fall within the competence of higher state bodies and officials.;

12) general management of the activities of the disciplinary and competition commissions of the state body;

13) monitoring the observance of official discipline;

14) resolving issues of disciplinary responsibility of civil servants of a state body, with the exception of employees whose labor relations issues fall within the competence of higher officials;

15) resolving issues of business trips, vacations, financial assistance, training, retraining and advanced training, incentives, payment of allowances to civil servants of a state body, with the exception of employees whose labor relations issues fall within the competence of higher officials;

16) implementation of general management in the field of public procurement by a government agency;

17) ensuring the preparation of the budget request of the central government agency, the submission of the budget request to the head of the central government agency, as well as the implementation of other procedures of the budget process;

18) ensuring compliance with the requirements of the legislation of the Republic of Kazakhstan on combating corruption within its competence;

19) control over the course of execution of decisions taken by political civil servants of a state body;

20) exercise of other powers assigned to the Chief of Staff.

In order to fulfill the official duties assigned to him, the chief of Staff has the right to adopt legal acts of individual application.

3. The powers of the heads of the offices of akims of regions, cities of republican significance and the capital are established by the Law of the Republic of Kazakhstan "On Local Public Administration and Self-Government in the Republic of Kazakhstan".

4. It is not allowed to assign the duties of the first heads of central government bodies and their deputies to the heads of central government bodies, as well as the duties of heads of state bodies to the first heads of central government bodies and their deputies.

The assignment of duties of the heads of the offices of the akims of regions, cities of republican significance and the capital to the deputy akims is allowed only in the part of the supervised executive bodies funded from the local budget.

5. The powers of the heads of law enforcement agencies and the authorized body in the field of civil protection are determined by their first heads.

6. Heads of offices of central government bodies and offices of akims of regions, cities of republican significance and the capital are personally responsible for the performance of official duties provided for by the legislation of the Republic of Kazakhstan.
